Semáforo is a fortnightly collection of news from around the world, classified by geographical area - Africa, America, Asia and the Pacific, Europe and Central Asia, and the Middle East. Semáforo also includes a section which monitors international organisations and the subjects on the international agenda for peace building.

Daily monitoring of news items is based on more than 60 sources and includes areas related to armed conflicts, humanitarian crises, international behaviour, unresolved conflicts, forced displacements, human rights, sustainable development, gender, governability and economic and political crises, militarisation and disarmament, peace processes and post-war rehabilitation and gender.

Although the unit analysed is usually a country, news items on regions, international organisations and other broad-based subjects are also included. At the end of each news item, the source consulted is shown in italics, and the code of the subject area related to the news item is shown in brackets. A glossary and a code of concepts and sources is attached at the end of each Semáforo.

It is published in Spanish every other Friday on the website, where it is possible to subscribe free of charge. You can also check the highlights of the publication in English and Catalan on the web.

01: Africa
The increase in the price of food and fuel provokes demonstrations in Burkina Faso and Cameroon that turn violent causing the death of several people.
The government of Uganda and the LRA sign new agreements for the permanent cessation of hostilities, the distribution of power and the DDR, although the armed group resists to sign a comprehensive peace agreement until its leader’s immunity is guaranteed.
The EUFOR, deployed in Chad and Central African Republic in the border with Darfur provokes a first incident after trespassing erroneously the border with Sudan.
United Nations Special Court for Sierra Leone ratifies the condemnations ruled last year against three former rebel leaders accused of multiple war crimes and crimes against humanity.
The president and the leader of the opposition in Kenya reach an agreement for the distribution of power that will establish the Prime Minister post, and announce the formation of a coalition government in the following weeks.
The Government of Burundi foresees the resumption of the peace talks with the FNL in May, while the AU warns of the intensification of ceasefire violations.
On the eve of the next round of talks with the POLISARIO Front in New York, the government of Morocco declares its readiness to defend its territorial integrity by all means.

UN Special Raporteur on Torture confirms the cases of torture in the US military base in the British island of Diego Garcia between 2002 and 2003.
The president of Guatemala announces the opening of the military archives that cover four decades of civil war in which 250.000 civilians died or disappeared.
Thousands of people demonstrate in Haiti demanding the return to the country of former president Jean Bertrand Arisitide, exiled in South Africa since 2004.
The armed forces of Colombia kill a senior FARC’s leader in an operation in Ecuatorian territory, provoking a diplomatic crisis with Ecuador and Venezuela.

03: Asia
The government of Nepal and the madhesi organizations reach an agreement that recognises several of the autonomist demands of these organizations and that intends to put an end to the tension in the region.
A chain of attacks in the northwest of Pakistan causes the death of more than 100 people.
Thousands of people demonstrate in the Philippines to demand the resignation of the president, accused of corruption.
Several organizations report that the repression in Laos against the Hmong community has provoked a diminishment of its population from 18.000 to 7.000 people in the last years.

04: Europe
Elected Greek-Cypriot President calls for the search of a solution to the conflict and asks for a meeting with his Turkish-Cypriot counterpart.
Post-electoral violence between opposition supporters and security forces in Armenia causes eight deaths and hurts more than a hundred, while the President declares the state of emergency.
Georgia and Russia agree to establish joint control checkpoints in two key crossing points in Abkhazia and South Ossetia.
The Turkish army ends its land operation against the PKK in northern Iraq after eight days of attacks with an official balance of 240 deaths within the armed group, while Turkish political opposition criticises the brevity of the offensive.

05: Middle East
An attack in Jerusalem provokes the death of eight people, days after the end of the Israeli large-scale offensive in Gaza that caused the death of 125 people.
The Iraqi government firmly condemns the Turkish military incursion in the north of the country and states that it was a violation of the sovereignty that threatens the good relations between both governments.
For the first time in six months, the number of Iraqi deaths increases.
The UN Security Council approves a third round of sanctions against Iran for its rejection to stop uranium enrichment.
After the warnings on the escalation of the conflict in Yemen, the government frees 347 followers of the al-Houthi rebels in the frame of the renewal of the peace agreement in early February.

06: International Organizations
The European Human Rights Court reaffirms that the ban on the deportation of people to countries where they suffer from the risk of tortures or ill-treatment is absolute and unconditional.
