Semáforo is a fortnightly collection of news from around the world, classified by geographical area - Africa, America, Asia and the Pacific, Europe and Central Asia, and the Middle East. Semáforo also includes a section which monitors international organisations and the subjects on the international agenda for peace building.

Daily monitoring of news items is based on more than 60 sources and includes areas related to armed conflicts, humanitarian crises, international behaviour, unresolved conflicts, forced displacements, human rights, sustainable development, gender, governability and economic and political crises, militarisation and disarmament, peace processes and post-war rehabilitation and gender.

Although the unit analysed is usually a country, news items on regions, international organisations and other broad-based subjects are also included. At the end of each news item, the source consulted is shown in italics, and the code of the subject area related to the news item is shown in brackets. A glossary and a code of concepts and sources is attached at the end of each Semáforo.

It is published in Spanish every other Friday on the website, where it is possible to subscribe free of charge. You can also check the highlights of the publication in English and Catalan on the web.

01: Africa
The possible holding of a second round in the presidential elections of Zimbabwe increases the alert over the risk of violence.
The government of Mali and the Tuareg insurgency led by Ag Bahanga reach an agreement for a cessation of hostilities with the help of the Libyan mediation.
The militia Mai Mai PARECO announces its withdrawal of the peace process in DR Congo after the signing of the agreement between the government and the majority of armed groups in the east.
Rwanda president rejects the accusation by the Spanish judge Fernando Andreu against 40 members of the army and politicians of Rwanda accused of involvement in retaliatory murders after the genocide.
The imminent signing of the peace agreement in Uganda by the LRA leader, Joseph Kony, is postponed three times in the last two weeks.
Peace conversations in Kenya between the supporters of the president and those of the opposition leader are cancelled due to disagreements on the configuration of the coalition government.
Tension rises in the Sudanese region of Abyei where the SPLA and the NCP mutually accuse each other of having increased their troop presence and violating the peace agreement of 2005 between the north and the south.

02: Americas
Ecuadorean president dismisses the leaders of the army after denouncing the infiltration of the CIA in the secret services.
Five people die and several dozens are hurt in Haiti during the protests against the increase of prices of basic products.
UNICEF Guatemala alerts that the country has the largest children malnutrition of the continent and holds the sixth place of chronic malnutrition in the world.
A Peruvian court condemns a general to 35 years of prison and three other army members to 15 years for the death of nine students and a professor of the Universidad La Cantuta during the government of former president Alberto Fujimori.

03: Asia
A draft law foresees the inclusion of 3,000 members of the NPA armed group into the State security forces of the Philippines.
The whereabouts of 39 people, the majority of them youth, remain unknown after being arrested by the intelligence service of Pakistan in the first quarter of the year.
Elections for constitutional assembly in Nepal are hold peacefully despite the incidents of the electoral campaign which led to 11 deaths as a consequence of the political violence.
Pakistani government announces its readiness to hold negotiations with various armed groups of the country, decision that has been rejected by the BLA, main armed organization in Baluchistan.

04: Europe
The Parliament of Bosnia and Herzegovina passes the laws on the police reform following years of debates and blockades.
Kosovo Parliament adopts a constitution which considers the territory as an indivisible state in which minorities are to be protected.
Georgian president announces a new peace proposal for Abkhazia which offers unlimited autonomy within the state and a joint economic area.
The International Criminal Tribunal for the former Yugoslavia absolves former Kosovo primer minister and former Kosovar-Albanian guerrilla, Ramush Haradinaj, of the accusations of war crimes and crimes against humanity supposedly committed between March and September 1998.

05: Middle East
The Shia cleric Moqtada al-Sadr threatens to end the truce after clashes with the Iraqi army that have caused more than 700 deaths.
The UN Commission in charge of investigating the murder of former Lebanese primer minister Rafiq Hariri states that a criminal network was responsible for the attack.
The WHO reports the increase in the number of Palestinians in search of medical treatment rejected by Israel since Hamas took control over Gaza.
Clashes take place in southern Yemen between the armed forces and demonstrators who were protesting against the discriminatory practices of the government in assigning posts.

06: International Organizations
All the UN State members face the Universal Periodic Review, a strict examination of their human rights record.
