Semáforo is a fortnightly collection of news from around the world, classified by geographical area - Africa, America, Asia and the Pacific, Europe and Central Asia, and the Middle East. Semáforo also includes a section which monitors international organisations and the subjects on the international agenda for peace building.

Daily monitoring of news items is based on more than 60 sources and includes areas related to armed conflicts, humanitarian crises, international behaviour, unresolved conflicts, forced displacements, human rights, sustainable development, gender, governability and economic and political crises, militarisation and disarmament, peace processes and post-war rehabilitation and gender.

Although the unit analysed is usually a country, news items on regions, international organisations and other broad-based subjects are also included. At the end of each news item, the source consulted is shown in italics, and the code of the subject area related to the news item is shown in brackets. A glossary and a code of concepts and sources is attached at the end of each Semáforo.

It is published in Spanish every other Friday on the website, where it is possible to subscribe free of charge. You can also check the highlights of the publication in English and Catalan on the web.

01: Africa
The opposition and several human rights organizations report attacks perpetrated against civilian population in rural areas by pro-government militias in Zimbabwe.
The electoral commission sets the 30th of November as the date for the presidential election in Côte d’Ivoire, which would serve for the consolidation of the peace process in the country.
Amnesty International expresses its concern in view of the worsening of the human rights situation in Equatorial Guinea.
The political opposition in Kenya reaches an agreement for the sharing of power with the president with the aim of ending the tension that has affected the country in the last months.
A new increase in the clashes between the Ethiopian troops and the insurgency in the capital of Somalia causes 100 mortal victims and 200 injured, most of them civilians.
United Nations states that the number of deaths since the beginning of the conflict in Darfur five years ago is 300.000, a statement severely criticised by the Sudanese representative to the UN.
The clashes that have taken place between the FNL and the armed forces in Burundi could mean the definite breach of the ceasefire agreed in 2006.
The signing of the final peace agreement between the government of Uganda and the LRA is postponed for an indefinite time.
The UN secretary general special envoy for Western Sahara states that the independence for this region is not a realistic proposal.

02: Americas
Haitian prime minister resigns after a majority in the Senate presented a vote of no confidence against him following his management of the recent protests.
The bishop Fernando Lugo ends with more than 60 years of Partido Colorado’s hegemony in Paraguay following his victory in the elections.
The Parliament of Guatemala approves a law on femicide hardening the sentences against this crime that has caused the death of more than 2.700 women since 2003.

03: Asia
The Afghan president rejects the calls for the reestablishment of a moratorium for the capital punishment.
The government of the Philippines and the MILF admit that the eventual withdrawal of the international team that is monitoring the ceasefire threatens with provoking an outbreak of violence in Mindanao and with hampering the peace talks.
Some media alert that the political crisis in the Indonesian province of North Moluccas could result in outbreaks of violence similar to those that took place between 2000 and 2002.
The Maoist party and former armed opposition group CPN(M) obtain the majority of votes in the elections for the Nepal Constituent Assembly.
The Taliban leader Baitullah Mehsud announces a truce after talks with the Pakistani government which is also negotiating with leaders from Baluchistan.
The president of the Parliamentary Assembly of the Council of Europe condemns the decision by the Japanese authorities of carrying out four executions secretly.

04: Europe
The presidents of Moldova and the self-proclaimed republic of Transdniester meet for the first time in seven years and agree on promoting confidence building measures that could lead to the resumption of negotiations.
Tension increases between Georgia and Russia following Russian decision to establish formal links with the pro-independence regions of Abkhazia and South Ossetia, announcement that has been criticized by NATO and countries such as the US, France, Germany and UK.
Macedonia’s Parliament approves its dissolution and the holding of early elections following the collapse of the coalition government in view of the discrepancies on the rights of the Albanian minority and Kosovo independence.

05: Middle East
Shia cleric Moqtada al-Sadr threatens with an open war against Bagdad’s government if it does not end the actions against its supporters.
Military offensive against Gaza continues while the UN announces the suspension of humanitarian assistance due the Israeli blockade.
Israeli deputy prime minister tells former US president Jimmy Carter its readiness to meet Hamas representatives in order to negotiate the release of the kidnapped Israeli soldier.
A member of the Syrian government states that Israeli primer minister, Ehud Olmert, has announced being ready to give back Golan Heights to Syria in exchange for peace.

06: International Organizations
According to The Washington Post the number of worldwide suicide attacks in 2007 more than doubled those of the last 25 years, with the majority taking place in Iraq and Afghanistan.
There are more than 26 million internally displaced persons, the highest number since the 1990s.
