Semáforo is a fortnightly collection of news from around the world, classified by geographical area - Africa, America, Asia and the Pacific, Europe and Central Asia, and the Middle East. Semáforo also includes a section which monitors international organisations and the subjects on the international agenda for peace building.

Daily monitoring of news items is based on more than 60 sources and includes areas related to armed conflicts, humanitarian crises, international behaviour, unresolved conflicts, forced displacements, human rights, sustainable development, gender, governability and economic and political crises, militarisation and disarmament, peace processes and post-war rehabilitation and gender.

Although the unit analysed is usually a country, news items on regions, international organisations and other broad-based subjects are also included. At the end of each news item, the source consulted is shown in italics, and the code of the subject area related to the news item is shown in brackets. A glossary and a code of concepts and sources is attached at the end of each Semáforo.

It is published in Spanish every other Friday on the website, where it is possible to subscribe free of charge. You can also check the highlights of the publication in English and Catalan on the web.

01: Africa
Nigeria announces the creation of a UN special advisor Ibrahim Gambari-led committee for the peace process in the Niger Delta.
Clashes between the armed forces of Eritrea and Djibouti caused by the dispute over a border region provoke the regional and international condemnation of the Eritrean aggression.

The Inter-American Commission on Human Rights visits Bolivia to gather information on the situation of Guarani families suffering subjection conditions which are similar to slavery.

03: Asia
International Crisis Group warns against the increase of the communitarian tensions in the Indonesian province of West Papua.
The Philippine’s new presidential adviser on peace commits himself to the resumption of the peace process following meetings with MILF leaders.
The Thai opposition announces its intention to present a vote of no confidence against the Government following several weeks of protests.
The Government of Pakistan holds negotiations with the Taliban in several tribal areas of the country.
The Government of Sri Lanka rejects the request of the Norwegian Government to visit the area under the armed group LTTE control.

04: Europe
UN secretary general outlines its plan to adjust the new EU mission for Kosovo under a UN “umbrella” so as to overcome the problems of the European deployment into areas of Serb population.
Abkhazia’s leader rejects any alternative to the current Russian-led peacekeeping format, while the EU seeks a higher profile in the resolution of the conflict.
Turkish Parliament passes reforms to the law on the state-owned radio and television that give green light to the allocation of a state channel for full-time broadcasting in Kurdish.

05: Middle East
The Iraqi foreign minister declares that the country still needs the US troops to advance towards more security.
Israel and Hamas agree a total cessation of hostilities in Gaza for six months.
After the agreement reached in Dakar, Hamas and Fatah state that they have restored an atmosphere of trust and mutual respect.
UN High Commissioner for Human Rights urges Iran to cancel the death sentence against four people for offences committed when they were under 18 years old.
The new UN rapporteur on the situation of the Palestinian occupied territories affirms that Israel keeps breaking seriously international law.

06: International Organizations
World military spending totalled 1,339 billion dollars in 2007, according to the last SIPRI’s Yearbook.
The tenth anniversary of the EU Code of Conduct on arms exports is commemorated with a moderately positive assessment concerning its implementation.
