Semáforo is a fortnightly collection of news from around the world, classified by geographical area - Africa, America, Asia and the Pacific, Europe and Central Asia, and the Middle East. Semáforo also includes a section which monitors international organisations and the subjects on the international agenda for peace building.

Daily monitoring of news items is based on more than 60 sources and includes areas related to armed conflicts, humanitarian crises, international behaviour, unresolved conflicts, forced displacements, human rights, sustainable development, gender, governability and economic and political crises, militarisation and disarmament, peace processes and post-war rehabilitation and gender.

Although the unit analysed is usually a country, news items on regions, international organisations and other broad-based subjects are also included. At the end of each news item, the source consulted is shown in italics, and the code of the subject area related to the news item is shown in brackets. A glossary and a code of concepts and sources is attached at the end of each Semáforo.

It is published in Spanish every other Friday on the website, where it is possible to subscribe free of charge. You can also check the highlights of the publication in English and Catalan on the web.

01: Africa
The AU urges the president of Zimbabwe, Robert Mugabe, to open dialogue with the opposition for the establishment of a national unity government following elections marked by violence and fraud.
MEND armed group declares a unilateral ceasefire to find a new chance to dialogue for the resolution of the conflict in the Delta region of Nigeria.
The opposition coalition Chadian National Alliance expresses its will to negotiate with the Government of Chad to solve the problems affecting the country.
The Government of Central African Republic and the APRD and UFDR armed groups sign on the 21st of June in Libreville the Global Peace Agreement, which gives green light to the inclusive dialogue in July.
The International Criminal Court orders the release of the suspect of war crimes Thomas Lubanga, from DR Congo, who had to face trial before that court.

02: Americas
The UN special rapporteur on extrajudicial, summary or arbitrary executions, Philip Alston, urges the US to suspend the military trials taking place in Guantanamo prison.
Tarija is the forth Bolivian department that passes unilaterally its autonomy statute.
After two months of institutional crisis, Haitian president proposes the activist Michele Pierre Louis for the post of prime minister, which will have to be ratified by the Parliament.
An operation by the Colombian army frees the former president candidate Ingrid Betancourt and other 14 FARC hostages.

03: Asia
The UN Human Rights Council passes a resolution condemning the systematic violations of human rights committed in Myanmar.
Five people die, 330 are wounded and other 700 are detained in Mongolia during protests against the legislative elections results.
Clashes between the army and the MILF in the Philippine region of Mindanao increase.
A new military operation in the northwest of Pakistan against the Taliban insurgency results in a rise of violence.
Several women’s organisations ask the UN to take Myanmar Military Junta before the International Criminal Court for the systematic use of sexual violence against civilians in the armed conflict.

04: Europe
At least 40 people are wounded in Belarus by a home-made bomb during a commemorative concert attended by the president, in an unprecedented incident in the country.
The Turkish Cypriot and Greek Cypriot leaders agree on the single sovereignty and common citizenship for the possible future federation for the island.
23 people are detained in Turkey, including some former military commanders, all belonging to an ultranationalist criminal network that was planning to overthrow the AKP Government.
The Parliamentarian Assembly of the Council of Europe approves a resolution expressing serious concern on the deterioration of the human rights situation in Azerbaijan.

05: Middle East
Members of the Yemeni Parliament call upon the Government and the al-Houthi Shii rebel group to stop the clashes in the north of the country given the deterioration of the humanitarian situation.
Few days after the signature of a truce between Israel and Hamas, UN sources state that the agreement has been repeatedly violated.
The Lebanese prime minister rejects opening negotiations with Israel while the country does not withdraw from the occupied territory of Shebaa Farms.

06: International Organizations
The number of refugees and IDPs worldwide exceeds 37 million people, generating UNHCR’s concern as it is the second consecutive year of increase.
The UN Human Rights Council adopts the optional protocol on economic and social rights that will allow reporting to this organism.
The UN high commissioner on human rights criticises the EU’s decision that will allow the detention during 18 months of immigrants in a irregular situation before their deportation and that authorises the expulsion of those that surpass the stay permissions.
