Semáforo is a fortnightly collection of news from around the world, classified by geographical area - Africa, America, Asia and the Pacific, Europe and Central Asia, and the Middle East. Semáforo also includes a section which monitors international organisations and the subjects on the international agenda for peace building.

Daily monitoring of news items is based on more than 60 sources and includes areas related to armed conflicts, humanitarian crises, international behaviour, unresolved conflicts, forced displacements, human rights, sustainable development, gender, governability and economic and political crises, militarisation and disarmament, peace processes and post-war rehabilitation and gender.

Although the unit analysed is usually a country, news items on regions, international organisations and other broad-based subjects are also included. At the end of each news item, the source consulted is shown in italics, and the code of the subject area related to the news item is shown in brackets. A glossary and a code of concepts and sources is attached at the end of each Semáforo.

It is published in Spanish every other Friday on the website, where it is possible to subscribe free of charge. You can also check the highlights of the publication in English and Catalan on the web.

01: Africa
  • • The presidential ZANU-PF party and the opponent MDC reach an agreement on power-sharing in Zimbabwe, although negotiations get blocked on the allocation of the main Ministries.
  • • The release of 44 soldiers by the Tuareg armed group ADC consolidates the steps towards a new peace agreement in Mali.
  • • The MEND intensifies its attacks against oil facilities in reaction to a serious military offensive in Rivers state.
  • • Rebel groups denounce that the Sudanese armed forces are carrying out a serious air and land offensive against civil population in northern Darfur, while access to the area remains closed.
  • • Dissident general Laurent Nkunda's movement asks Germany to use its good offices to put an end to the clashes with the Congolese army.
  • • Central African Republic's Government and the armed movements of the country reach a new agreement to relaunch the Inclusive Political Dialogue.
  • • Sudanese armed group LRA carries out new attacks in the region between DR Congo and Sudan without its leaders being present in the successive contacting efforts to revive the peace process.
  • • Al-Qaeda in the Islamic Maghreb claims responsibility for the attack against the army in northern Mauritania that caused 12 deaths.

02: America
  • • Both the dialogue between the Bolivian Government and the opposition prefects, without any agreement yet, and the blockade of the accesses to Santa Cruz by thousands of people continue.
  • • A leader of Shining Path demands a political negotiation with the Peruvian Government to depose the arms.
  • • The Ecuadorian president warns that a defeat in the referendum on the new Constitution in the region of Guayaquil could open the door to autonomist demands similar to those in Bolivia.

03: Asia
  • • The Government of Turkmenistan says it has neutralized a gang of drug traffickers in the capital following intense unprecedented shooting, while opposition sectors consider an opposition group could have taken part in the incident and point to an estimated death toll of between 10 to 20 officers.
  • • The Thai Government and an armed groups coalition meet in Indonesia under the mediation of the Indonesian Vicepresident and agree to proceed with the dialogue and to resolve the conflict peacefully and within the framework of the Thai Constitution.
  • • Two bombs addressed against the leader of the GAM explode in the Indonesian province of Aceh in the headquarters of the political party formed after the GAM armed group.
  • • United Nations report that more than 1.500 civilians have died in Afghanistan this year as a consequence of the armed conflict.
  • • Clashes in Bajaur (northwest of Pakistan) between the Taliban insurgence and the Pakistani armed forces cause more than 300 deaths in two weeks.
  • • The armed forces of Pakistan shoot at US helicopters that were trying to cross into its territory without the authorisation of Pakistani Government.

04: Europe
  • • The Turkish Government will ask the Parliament for an extension of one more year of the mandate to launch attacks against the Kurdish armed group PKK in northern Iraq.
  • • Turkey promotes a trilateral meeting with Armenia and Azerbaijan to make progress in the resolution of Nagorno-Karabakh conflict and to ameliorate the relations in the southern Caucasus region.
  • • Georgian president says he is ready for an investigation on the conflict with Russia, as demanded by the opposition, although the format to follow has not been agreed on yet.
  • • Russian NGO Memorial warns about the daily basis of the violent acts in northern Caucasus, which includes kidnappings and killings.

05: Middle East
  • • The UN Office for the Coordination of Humanitarian Affairs reveals that in 37 Palestinians were wounded in August in attacks by settlers in the West Bank, which is the highest number since January 2005.
  • • The leaders of the different Lebanese political parties start a dialogue to discuss a national defence strategy which will deal with Hezbollah's role.
  • • A clash between Hamas and members of the Dogmush clan in the centre of Gaza causes at least 12 deaths.
  • • A double bomb attack against the US embassy in Yemen blamed on al-Qaeda by the authorities causes 16 deaths.

06: International Organizations
  • • The new period of sessions of UN General Assembly will have as its main objective the democratisation of the organization.
